Mr. Maxwell-Hyslop

asked the Secretary of State for Social Services what in the proposed sub-regional security factors are delaying the choice of a site unit to serve the Avon, Gloucestershire and Somerset population, where patients suitable for this unit will be sent before it is opened, but after the formal opening of the unit at Langdon; and when the decisions on (a) location and (b) timing of the Avon unit will be taken.

The Avon Area Health Authority (Teaching) is undertaking a complete review of its services for the mentally ill and the mentally handicapped and it would be premature to take decisions on the location and date of opening of a secure unit until this review has been completed. The location of the unit will also need to be the subject of consultation with local interests. Patients who would be suitable for treatment in secure units are for the most part accommodated at present, albeit sometimes inadequately, in existing National Health Service hospitals and this situation will continue until secure facilities can be made available.
