§ 28. Mr. Tebbitasked the Secretary of State for the Environment if he has yet given any advice to local authorities concerning the blacklisting of companies which have breached phase 3 of the Government's pay policy or concerning the form of contract which should be used in public purchasing in order to enforce that pay policy.
