asked the Secretary of State for Defence why he and the South West Water Authority negotiated on its own the use of a 3,500 acre area for training purposes just to the north of the previous one at Ringmoor without waiting for the establishment of consultative machinery as recommended in the Sharp Report.

It was prudent to establish whether land in the ownership of the South West Water Authority might be made available to replace the facilities previously enjoyed on Ring-moor. No formal arrangements have yet been concluded pending discussion of detailed proposals by the new consultative body, about which I hope to make an announcement very shortly.
