HC Deb 10 April 1978 vol 947 cc335-6W
Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs what calculations have been made about the cost of a United Nations supervisory force in Namibia and the apportionment thereof.

Mr. Rowlands

The cost of a United Nations presence in Namibia, and the apportionment of this cost, must depend on decisions which would have to be taken by the Security Council.

Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs what discussions have taken place with African countries about the composition and powers of a United Nations supervisory force in Namibia.

Mr. Rowlands

The nature of United Nations involvement in a settlement in Namibia has been discussed with the parties concerned by the Five Powers. It is, however, for the Security Council to determine the mandate of any United Nations presence and for the Secretary General to make recommendations about its composition.

Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs if it is the view of Her Majesty's Government that Walvis Bay forms an integral part of Mamibia; and what proposals concerning Walvis Bay have been made by the five Western ambassadors to the Government of South Africa.

Mr. Rowlands

Her Majesty's Government's view is that the future of Walvis Bay should be the subject of negotiation between the South African Government and the future Government of an independent Namibia.
