asked the Secretary of State for Education and Science if she will take steps to redefine rules which restrict local authorities in dealing with applications for student grants for such applicants who, at present, are deemed not to have been ordinarily resident in the United Kingdom within the meaning of present criteria.

Mr. Oakes

No. My right hon. Friend has no present intention of changing the requirement that an applicant for a mandatory award must have been ordinarily resident in the United Kingdom for the three years before his course.
