§ Mr. OakesMy right hon. Friend is responsible in Scotland for none of the matters for which she is responsible in England except universities, the research councils and the arts. I refer the hon. Member to Schedule 10 to the Scotland Bill, which sets out the matters it is proposed should become the responsibility of the Scottish Assembly and Executive.
