§ Mr. Spearingasked the Lord President of the Council if he will make it his practice not to seek to secure the approval of or to refer to a Standing Committee any definitions of treaties order until either it has been scrutinised by the Joint Committee on Statutory Instruments or any report they have made is available to the House.
§ Mr. FootIt is the Government's intention to continue to defer consideration of any Statutory Instrument requiring affirmative resolution, whether or not discussion in Standing Committee is proposed, until it has been considered by the Statutory Instruments Committee. The only rare exception to this remains where affirmation is essential in advance of such scrutiny.
