§ Mr. LuardNo; the circumstances are not comparable. We consider that in the light of the policy and acts of the South African Government, the acquisition of arms and related material constitutes a threat to the maintenance of international peace and security. As I informed the House on 30th March, the Cambodian actions, abhorrent as they are, do not in our view constitute a threat to international peace that could be raised in the Security Council.
