Mr. Ovenden

asked the Secretary of State for Social Services what consultations he is engaged in concerning regulations to be made under the Employment of Children Act 1973; and when he expects to make such regulations.

Following consultations with the local authority associations, the regulations were deferred in February 1976 for two years because of the limited resources available to local authorities to implement them during a period of financial restraint. In the meantime local

of the cost of the physical facilities, particularly new cubicles and expanded waiting areas, which will be necessary in his Department's offices in the Thanet area as a result of his proposals to reduce the visiting service to Department of Health and Social Security claimants during 1978–79.

We do not expect that the existing facilities will be inadequate to meet the possible increased demand.
