asked the Secretary of State for Employment why he has not asked the Hairdressing Wages Council to make the latest award payable 12 months after the phase 2 award instead of an award 16 months after the previous settlement.

Because I have no power to do so. A wages council is free to set its own date for implementation of its proposals, but legislation does not permit this to be earlier than the date on which it agreed the proposals.
