asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress on the constitutional talks with Dominica.

asked the Secretary of State for Foreign and Commonwealth Affairs whether he has any statement to make about the outcome of the Dominica constitutional conference.
§ Mr. Luard
The Conference achieved a large measure of agreement on a proposed constitution. This will now be discussed in Dominica and I hope that as a result, broad agreement will emerge on the method and timing of a move to independence.
If, however, serious disagreement remains after these discussions, some further process of consultation may be necessary.
