§ Mr. Denis HowellThe football authorities have recommended, with my full support, that, until further notice, terrace tickets for Chelsea and Manchester United Football Clubs' away matches should be sold only to supporters of the home teams. I am very much aware of the problems of enforcement, and my Working Party on Crowd Behaviour will be considering these problems further at its next meeting.
