Mr. Jim Marshall

asked the Secretary of State for Education and Science if she will introduce legislation to seek to amend the regulations made by her under Section 1 of the Education Act 1962 to enable students to obtain awards for first degree or designated comparable courses who are of British nationality and whose parents are now living in the United Kingdom permanently.

Mr. Oakes

No. This would introduce a form of discrimination into the Awards Regulations which prescribe a three-year residence requirement but make no reference to nationality.

Mr. Grocott

asked the Secretary of State for Education and Science if she will amend the regulations regarding student grants so that allowances are made for rents paid by parents in the way that mortgage payments are allowed for.

Mr. Oakes

No. The awards arrangements follow income tax practice in this respect.
