HC Deb 14 March 1977 vol 928 c72W
Mr. Blaker

asked the Secretary of State for Foreign and Commonwealth Affairs if he will list the new proposals in the economic field put forward by the USSR for consideration at the Belgrade review conference.

Mr. Luard

The Soviet Government has not so far put forward any new proposals in the economic or other fields for consideration at the Belgrade review conference. The Soviet proposals for all-European Conferences on the environment, transport and energy (which are a development of proposals first advanced in the late 1950's) will be discussed at the Plenary session of the Economic Commission for Europe in the second half of April. It is possible that they will be discussed subsequently at Belgrade.
