§ 37. Mr. David James
asked the Secretary of State for the Environment what scientific advice he has received with regard to the control under the Endangered Species (Import and Export) Act of raw hornbill ivory and bottles and vases made of it but not carved ivory or boxes made of it.
§ Mr. Marks
The Helmeted Hornbill is included in the list of endangered species in Appendix I to the Washington Convention on International Trade in Endangered Species of Wild Fauna and Flora. The terms of the Convention provide for controls on the trade in the readily recognisable parts and derivatives of listed species. Hornbill ivory and bottles and vases made of it come into this category. I am not aware of any trade in carved hornbill ivory or boxes made of it. The Scientific Authority for Animals, which has been set up to provide scientific advice on the implementation of the Endangered Species (Import and Export) Act, has approved these controls.
