§ Mr. Frank Allaunasked the Secretary of State for Foreign and Commonwealth Affairs if he will make available as a White Paper the letter written by him to the United Nations Secretary-General concerning the work of the Preparatory Commission for the Special Session of the United Nations General Assembly which is to meet in New York in May 1978; and if he will propose that the Special Session adopt a programme for disarmament which does not merely repeat principles settled by the General Assembly in 1952.
§ Mr. LuardThe Government's reply to the United Nations Secretary-General was published on 2nd May as United614W Nations document A/AC187/35, copies of which are available in the Library of the House. It emphasises our belief that discussion of general principles and a programme for disarmament at the Special Session should take into account all relevant developments since the United Nations General Assembly resolution of 11th January 1952.
