Mr. Kenneth Clarke

asked the Secretary of State for Industry what is Her Majesty's Government's policy in relation to the proposal of the European Commission that 13 per cent. of the European Regional Fund budget for 1977–78 should be kept outside the national quota system for use in tackling specific problems in areas of urgent need.

Mr. Cryer

The Commission's proposals for the European Regional Development Fund after 1977 have just been put to the Council. I am considering them.
