Mr. Kilroy-Silk

asked the Secretary of State for Social Services when he expects to lay before Parliament the order defining the criteria to be employed in issuing unruly certificates.

Mr. Moyle

I understand that my right hon. Friend the Secretary of State for the Home Department hopes to be able to make the order under Section 69 of the Children Act 1975 before the end of June.
