Mr. Andrew F. Bennett

asked the Secretary of State for Education and Science what are the recommended IQ cut-off points for children to be assigned to educationally sub-normal (S), educationally sub-normal (M) and ordinary schools that her Department gives to local education authorities.

My Department has made no recommendations of this kind. It has given general guidance, in Circular 2/75, on the discovery of children who require special education and the comprehensive assessment of their needs, but the assessment and placement of individual children rests with local education authorities.
