§ Mr. Guy BarnettNo. As indicated in the recent Green Paper on Local Government Finance (Cmnd. 6813) the Government propose to discuss with the local authority associations a new system of342W block approvals for capital expenditure programmes. The future of the present system of separate key sector and locally determined sector controls will be considered in these discussions.
