asked the Secretary of State for Social Services further to his answer in the Official Report, 9th May, column 324, on student grants, what are the relevant percentages of social workers holding professional qualifications in residential and day services.

It is not known how many staff in these services hold the Certificate of Qualification in Social Work. The most recent information which is available relates to full-time staff in post in social services departments in England on 30th September 1975. There were then:

  1. (a) in residential accommodation for the elderly, elderly mentally infirm and younger physically handicapped 38.3 per cent. of officers or deputy officers in charge or other care staff with one or more of the Certificate in Residential Social Work, a nursing qualification or a qualification for work with the blind or the deaf;
  2. (b) in homes and hostels for the mentally ill and mentally handicapped 327 per cent. of officers or deputy officers in charge or other care staff with one or both of the Certificate in Residential Social Work or a nursing qualification;
  3. (c) in local authority maintained and controlled community homes for children and young persons 175 per cent. of officers or deputy officers in charge or other care staff with one or more of the Senior Certificate or Certificate in the Residential Care of Children and Young People or the Declaration of Recognition of Experience in the Residential Care of Children and Young People;
  4. (d) in adult training centres and other day centres 27.1 per cent of managers, instructors and other care staff who had the Diploma in the Training and Further Education of the Mentally Handicapped and for the Diploma in the Management of Training Establishments for Mentally Handicapped Adults or a Declaration of Recognition of Experience of the 304 Training Council for Teachers of the Mentally Handicapped.

The information above does not include that for staff of Surrey or Trafford Departments who did not submit qualifications information.
