asked the Lord President of the Council whether, in view of the demand by the Scottish National Party for separation and home rule for Scotland, he will ensure that the Government's proposed Bill on devolution will cover this aspect of development in Scotland.

The Government have consistently made clear that the maintenance of the unity of the United Kingdom is an essential feature of their proposals for devolution.
