Mr. Hannam

asked the Secretary of State for Social Services (1) if he will require regional health authorities to consult all the joint consultative committees within their region before deciding how to allocate the proceeds of sales of hospital land;

(2) what advice has been given to regional health authorities concerning their duty to consult other bodies in determining how to allocate the proceeds of sales of hospital lands;

(3)from what date the decision on how to spend the proceeds of sales of hospital land has been vested in regional health authorities.

Proceeds from land sold since 1st April 1973 have been made available to regional health authorities as additions to their normal allocations for capital expenditure within the regions. Capital spending should be in accordance with strategic and operational plans drawn up by area health authorities and agreed with regional health authorities. In drawing up their plans, health authorities are obliged to consult a wide range of bodies, including joint consultative committees.
