§ Mr. Leeasked the Secretary of State for the Home Department if he will advise the metropolitan area Hackney Cab Licensing Authority not to withhold licences from persons competent to drive and qualified to hold such licences but who are at present debarred by reason of criminal convictions for non-motoring offences; and if he will take steps to prevent such refusals by other authorities elsewhere.
