§ Mr. EnnalsIn carrying out the duty laid upon me by the first Schedule to the National Health Service Reorganisation Act 1973 I am concerned only to appoint people who are best suited in every respect to undertake these important offices. In doing so, I take account of many factors, including personal qualities, background experience, interest in and commitment to the NHS, age and health.
