§ Mr. MillanThe further rise in Scottish unemployment in the second half of last year was most unwelcome, but I believe that the measures announced recently afford the best opportunity for a sustained improvement in output and employment. The effect of these measures on the Scottish economy should be broadly similar to that for the United Kingdom as a whole, and will tend to be favourable on employment during the current year.
