§ Miss Margaret JacksonGrants under Section 11 of the Local Government Act 1966, are already paid by the Home Office at the rate of 75 per cent. specifically to 627W local authorities. including Ealing, which incur expenditure on staff costs attributable to the difference in language or custom between Commonwealth immigrants and the rest of the community. Also, the wide range of grant aid under the urban programme, from which Ealing has benefited, includes expenditure on the special needs of minority groups.
