§ 31. Sir Anthony Royleasked the Secretary of State for Transport if his Department's circular dated 22nd December 1976, No. 123/76, on the reduction of local authority expenditure will apply to the Richmond upon Thames council's proposal for constructing multi-storey car parks.
§ Mr. HoramThe circular would apply if construction of the new car park was to begin during the six months starting 15th December 1976. But I understand that this is not the case.
