§ Mr. MillanThe existence of cash limits is itself a useful discipline, but in practice the limits affecting Scottish Office staff numbers in the current year have not had a direct effect, because the staff projections on which the cash block was based were subsequently reduced as a consequence of the Civil Service manpower review.
