Since the present proposals to introduce tax-free child benefit and phase out child tax allowance were announced, I have received a number of letters from individuals, mainly inquiring about the effect of the scheme on their own position. They include letters from parents of students and from higher rate taxpayers whose position, so far as 1977–78 is concerned, was dealt with in the statement I made on 16th November 1976.
