asked the Secretary of State for the Environment how many applications for office development permits have been received for developments in the London borough of Havering for each year since January 1973 to date; and how many have been refused.

asked the Secretary of State for the Environment what is the estimated loss of potential jobs resulting from the refusal to issue office development permits for developments in the London borough of Havering from 1st January 1973 to date.

The issue of an office development permit does not always lead to planning permission being granted or to new offices being built, but if all the developments refused permits between 1973 and 1976 had been approved and had resulted in new building about 5,000 staff could have been accommodated in them.

Data published so far suggests that yield patterns for Ekofisk and Piper crudes would be similar to Forties but with slightly less middle distillate and more light distillate. Most North Sea crudes are low in sulphur, and this will be reflected particularly in the sulphur contents of their residual fuel oil and middle distillate products.
