asked the Secretary of State for the Environment what are the reasons for the delay in making a statement on the implications of the Vandyke v. Oliver judgment for disabled people which was promised last summer.

The delay has arisen from legal problems of interpreting the present rate relief provision in the light of the judgments on the Vandyke case and a comparable Scottish case.
