Mr. James Lamond

asked the Secretary of State for the Home Department if he is satisfied that he has complied with the section of the Helsinki Final Act which requires that any journalist who is to be expelled shall be informed of the reason for his expulsion.

Although the Helsinki Final Act refers to accredited journalists, none the less the answer is "Yes".
