§ Mrs. Shirley WilliamsThe Council is undertaking a review of its rôle, constitution and structure, including the issue of increased lay participation, and I hope it will be completed later this year. My own views on these matters were put to the Council and published on 19th January in a memorandum, a copy of which was placed in the Library.
