Mr. Hannam

asked the Secretary of State for Social Services if he will publish in the Official Report his Department's guidelines for registration as, respectively, blind and partially sighted.

I am sending the hon. Member a copy of form BD8, which is used by the examining ophthalmologist and which sets out the guidelines for certification as blind and partially sighted.

asked the Secretary of State for Social Services if he is satisfied that consultant ophthalmologists, when assessing eligibility for registration as blind or partially sighted, take full account of the possible effect of various outdoor situations such as the effect of bright sunlight, or reflection from wet pavements; and if he will make a statement.

I am advised that consultant ophthalmologists do take full account of all factors affecting vision when assessing eligibility for certification as blind or partially sighted. If the hon. Member has a particular case in mind I shall be glad to have it looked into.
