asked the Secretary of State for Scotland (1) whether he has any plans to alter the insulation requirements in the building regulations;

(2) when the insulation requirements in the building regulations were established; and what amendments have taken place since then.

Thermal insulation requirements for houses and most other types of residential buildings have been included in the Building Standards (Scotland) Regulations since they first came into force in 1964. The prescribed minimum standards remained essentially unaltered until nearly doubled by amendment regulations which came into force in April 1975. Proposals for extension of thermal insulation requirements in the regulations to offices, shops and industrial buildings are under consideration.
