The public sector borrowing requirement (PSBR) was 21.8 per cent. of public expenditure in 1975; the figures are not directly comparable because the PSBR includes borrowing by nationalised industries from the private sector and overseas. As a proportion of the PSBR in 1975 debt interest was 7.6 per cent. on the Cmnd. 6721 definition, which excludes interest payments balanced by trading income or interest receipts, and 43.0 per cent. on the previous definition.
