asked the Secretary of State for the Home Department what is the purpose of the restriction on the visitors whom Category A prisoners may receive to persons whom the prisoner knew prior to his arrest; and in what respect visits to Franklin Davies by Mr. G. Scrano and Miss S. Daunt would conflict with the purpose of the rule.

The rule that convicted prisoners are normally allowed to receive visits only from relatives and from people who were their friends before their reception into custody is especially important for Category A prisoners such as Mr. Davies. Security considerations are clearly paramount. This rule would be prejudiced by permitting Mr. Scrano and Miss Daunt to visit Mr. Davies.
