Whether Greece, Portugal, Spain or Turkey have ratified the European Convention on Human Rights or have indicated their intention of ratifying in the near future.
§ Lord GORONWY-ROBERTSGreece and Turkey have ratified the European Convention on Human Rights. Portugal has signed the Convention and indicated her intention of ratifying it in the near future. Spain, not being a member of the Council of Europe, cannot be a party to this Convention.
