§ Mr. John FraserResponsibility for making proposals to the Council of Ministers for EEC legislation rests with the Commission of the European Communities. It is not possible to state when, or indeed if, a proposal on a new system of electrical plugs and socket outlets will be made. Additional costs to householders if this system were introduced would depend heavily on the period involved and the manner of implementation. These costs cannot usefully be estimated at present.
