asked the Secretary of State for Education and Science if she will define more closely the phrase non-teaching costs used in her recent statement on the rate support grant; and whether the phrase was used in respect of books and basic classroom materials in particular or if the salaries of non-teaching staff should be included under this heading.

Non-teaching costs are all those costs involved in running a school or college other than the cost of teachers' salaries. They include the cost of non-teaching staff salaries, of books, equipment and materials and of the repair and maintenance of premises.
