asked the Secretary of State for Social Services why his Department refuses to make a patient's medical record card available when the patient takes up temporary residence elsewhere in the EEC; and how, in this situation, a United Kingdom national overseas can convey to his doctor his medical history.

Disclosure of information from a patient's medical record is a matter for the doctor responsible for that record. There would normally be no objection to such disclosure outside the United Kingdom as long as this is on a doctor-to-doctor basis. I am not aware of any general difficulties, but if the hon. Member knows of a particular instance which is causing concern I shall be pleased to have it investigated if he will provide me with details.
