I have now appointed an independent committee to carry out the review. Professor C. D. Foster, at present Director of the Centre for Environmental Studies, has ageed to act as chairman. The other members are:

The committee has the following terms of reference:ߞTo consider the effectiveness of the Operator's Licensing system of road freight transport introduced by the Transport Act 1968, as amended, and to make recommendations for any changes in the system or its practical application which would improve the quality and efficiency of the road freight industry, bearing in mind Government policy for that industry as recently announced in the Transport Policy White Paper.
