asked the Secretary of State for Scotland if there is any model available to the Scottish Office economic sections which demonstrates a possible ratio of jobs to capital expenditure; and, if not, what basis Ministers use when making public or parliamentary statements in which they assess the effect of capital expenditure in terms of job creation.

The effect of capital expenditure on job creation in Scotland depends very much on the particular category of expenditure. While no formal model is employed to derive estimates, use is made where appropriate both of Scottish information and relationships for the United Kingdom as a whole.
