asked the Secretary of State for Foreign and Commonwealth Affairs on what matters consultation has been initiated by Her Majesty's Government or by the Government of the Union of Soviet Socialist Republics, pursuant to the February 1975 Anglo-Soviet Protocol on Consultations, a mandatory exchange of views on international tensions.

Mr. Luard

As my right hon. Friend the Prime Minister stated in a Written Answer on 25th March 1976, consultations in accordance with the United Kingdom/Soviet Protocol on Consultations of February 1975 took place in London in March 1976 with the Minister of Foreign Affairs of the USSR, Mr. Gromyko. Consultations on matters detailed in the Protocol also took place between senior officials of the Foreign and Commonwealth Office and of the Soviet Ministry of Foreign Affairs in Moscow in July 1975 and in London in November 1976.
