asked the Secretary of State for Industry what studies are being undertaken by the Waste Management Advisory Committee on the policy of the milk distribution companies using cardboard cartons instead of bottles for the sale of milk; and whether they take into account the high cost of import of boards as compared with the availability of glass in the United Kingdom.

The Packaging Working Party of the Waste Management Advisory Council will be studying the whole question of the returnable versus the non-returnable container, and will submit a report as quickly as possible. Before making any recommendations to the Gov- ernment, the Waste Management Advisory Council will, no doubt, consider the economic and other implications of using packaging made mainly from indigenous materials in preference to that made mainly from imported raw materials.
