Mr. Hefferasked the Secretary of State for the Environment whether, in his discussions with local authorities on Merseyside, he gave a pledge that all the money required would be available to build houses for rent, in view of the fact that Liverpool alone has 22,000 on the housing waiting list and 40,000 if slum clearance is added.
