asked Her Majesty's Government:

Whether they will oppose all requests for closer association or Membership of the EEC by both Turkey and Greece, until such time as agreed solutions have been found for the issues of Cyprus and for the disputes over territorial waters et cetera in the Aegean Sea.

Her Majesty's Government do not consider that the course proposed by the noble Lord would be helpful. Her Majesty's Government have made clear that they welcome the Greek application for membership of the European Communities. Turkey has an Association Agreement which provides for eventual membership. Her Majesty's Government support the continuation of that agreement as an important element of Turkey's relationship with the West.
