§ Lord WINDLESHAMasked Her Majesty's Government:
To list the books, newspaper articles and book reviews which have been published by Members of the Government during the present Session of Parliament; whether each was authorised by the Prime Minister; whether there has been any change in the conventions relating to such publication by Ministers; and to state the practice applicable to these circumstances.
§ Lord PEARTIt is not practicable to provide this information if only because Ministers have always been free to publish, without prior authorisation, works of a literary, artistic, musical, historical, scientific, philosophical, fictional or other character not drawing directly on their Ministerial experience. There has been no recent change in the arrangements governing writings in their capacity as Ministers.
