§ 17. Mr. Townsendasked the Secretary of State for Defence if he will make a statement on the defence implications of the recent breaking of the Montreux Convention of 1936 by the new Soviet aircraft carrier "Kiev".
§ Mr. DuffyWhen the "Kiev" is fully operational Soviet naval forces in the area to which she is deployed will be provided with an enhanced anti-submarine warfare, air defence and surface strike capability.
